To all land-dwelling Poke'mon, the world under the water may as well be another world altogether, and vice-versa for the water-dwellers. From rivers and streams to lakes and ponds to the vast oceans that surround Tulaan, fish Pok'mon populate the world under the water's surface.
There's very little communication between the two worlds. The water-dwelling Poke'mon keep relatively isolated from the Land-Dwelling Poke'mon, and methods to stay underwater only last so long, such as the Bubble Flower, which provides temporary protection from suffocation.
Thus, the scale of civilization of the fish can only be speculated upon. The only city that Land-Dwelling Poke'mon have managed to enter is The City of Fish at the bottom of Squirtle Lake.
From what few surveys have been conducted, the City of Fish is fairly advanced, with caverns lit and neatly carved in perfectly circular tunnels, along with buildings built for entering in and out at any level. The biggest attraction that brings travelers is the Murky Tunnel, connected only by the tightly guarded Damp Cave. It's here in The City of Fish that the test to enter Damp Cave is administered.
The only other thing noted about the mysterious city: The naming convention of the Fish Poke'mon is quite...unique.
