The crown jewel of Arcea, the birthplace of the country's culture and the seat of the Conduicy government. Arceliaze is not just a massive city but a crossroads, a cultural nexus for all three countries of Tulaan. Here, Poke'mon of every background walk the streets, starting businesses, making deals, running organizations, planting roots.
But as the centerpiece of the country it's also the breeding ground of Arcea's filthiest aspects.
The Districts of Arceliaze

Such a massive city is obviously split into several sections, each with its own unique look, feel and culture. Even though it's all the same city, each district can feel worlds apart and the Poke'mon that reside in each can feel totally alien from one another.
The most famous part of Arceliaze. This is the home of Castle Arceali and the Arceali Guild. The upper crust of Arcea house and shop here, with root banks and company headquarters sitting proud between endless, gorgeously decorated stands, rented for a high rate by merchants looking to sell their local and abroad sourced goods in a prestigious location to a prestigious clientele. Ancient statues and fountains festoon beautifully trimmed and decorated buildings that shine in the bright sun, with red-roof towers looming overhead. There's centuries of history etched in these stones.
However, the Market District tends to shut out poorer or less-favorable Poke'mon with high prices and guard dedicated to preserving atmosphere and aesthetic.
The middle-class district of Arceliaze, this district boasts smaller local businesses, warehouses and breweries. Stockier brick buildings sit with cobblestone roads snaking between. Poke'mon here make up the backbone of Arceliaze, managing positions under the elites of the Market District. The district is permeated with the mood of 'could-be nobles'. Poke'mon here look to earn their keep and rise up toward the Market District status while always in fear of dropping below their current means. Guards, soldiers and the Nationalist Arcean's Movement live and thrive here.
Slowly, though, it seems local businesses are being choked out by property seizures and repossessions. Buildings boarded up and converted into factories populated only by Illaminians.
The oldest part of Arceliaze, it's said this district is all that's left of old pre-second war Arceliaze. Brick and wood buildings crowd damp and muddy dirt streets. The Arcean Conduicy considers the X-Eye district something of a lost cause that cannot be brought to heel and the Poke'mon that live here reflect that. A local brewery and bar on every street corner, local food stands sitting in gutted warehouses, repossessed buildings reclaimed by the citizens. The Poke'mon that live here are boisterous and loud and friendly and welcoming in their rough and gruff way. They fight and maintain an old code of camaraderie, even with Illaminians living in Arcea, just as their ancestors did before the second war.
Being the red light district of Arceliaze, muggings, robbery, petty drug trafficking and violence can be common among the desperate renegades. One must walk confident but aware in this side of town.
Established in 3rd Turn, 92 by Conduit Uaniria, this district was made to provide affordable housing for Illaminians in Arcea falling on hard times. As time went on, Illaminians in Arcea built the district into a hub of economic success and cultural exchange that thrived during the 5th turn. But as Anti-Illaminian sentiment grew, citizens, banks and realtors began forcing Illaminains into the district as compulsory housing. By 6th Turn, 62 it's now the crumbling, overstuffed prison of every Illamini op Arceali foolish enough to cross the threshold of the city.
But the citizens there, the Illaminian Poke'mon, have still managed to carve a home out of the dilapidated houses and empty lots. A group of volunteer citizen guards patrol the streets where regular city guards refuse to. Secret restaurants give a taste of the wild energy of home. Every Illaminian is in it together.
Surrounding the city proper is a perimeter of rural farmland spread across the rolling hills. Much of the property is owned by competing agricultural trading companies with only a handful of local growers. What land isn't dedicated to farming has instead been sold to the Conduicy for the production of new steel mills and refineries for applied military research and development, particularly on the north end of the Farming District. Still, when Poke'mon think of the Farming District, they think of the picturesque hills of the southern side, lined with fields of wheat and dotted with little local shops.
Home ownership is almost solely dedicated to company workers and factory dorms, thus getting traditional housing here is nearly impossible.
During the Economic golden age of 5th turn, Arcea saw the rise of several hundred start-up villages created by successful entrepreneurs for their friends, family and employees to live. Many of these were started in the hills making up the edges of the massive Arceali valley, overlooking the city. On top of that, many ancient pre-unification villages are nestled in these rolling and steep hills. The gradient of the snaking pathways can be so extreme that oftentimes one will need to crawl to traverse the steep slopes, and the buildings are made to accommodate. During the recession of 6th turn, all villages in the Arceali valley were brought under Arceliaze municipal jurisdiction.
The Poke'mon here are independent and isolated and tend to share a short history of generational wealth.
Across the canal from the shining Castle Arceali is the most famous, renown and documented establishment. It's a place of legends and heroes revered by Arcean citizens through periodicals and brochures and trading cards, their exploits are an inspiration to all that read about them. The Guild of Arceliaze, aka the Arceali Guild, aka Sarfallinus's Guild is the training ground of bright-eyed Poke'mon looking to become heroic Elites under the Conduicy.
Currently, applications from all ages are accepted but the requirements for acceptance are stringent and seem somewhat arbitary. Because of this, only a very select few are even in the guild, a number that has dwindled from dropouts and misconduct dismissals. The golden days of the guild seem long behind the organization.

The Gorging Market ::: An Open-Air market of cheap food in the Farming District, open 24/7. Great surplus and great food.
Auction Halls ::: Auctions held here every night in the Lower Market District. Bigger budget auctions in the Market District.
Restaurants ::: There are plenty of these in Arceliaze. Go to some on the hills of the Farming District for good eating with a view of Arceliaze.
Musicians ::: Random musical performers are littered throughout Arceliaze, trying to make a buck.
Performing Lot ::: A big empty lot in Lower Market where traveling performers are allowed to frely set up shop and do their shows.
Battle Tournaments ::: One-on-One Pokemon battle tournaments are held in the market district. Big spectator sport. Smaller-scale ones are in X-Eye District.
The Court of Fiction ::: A play in the Farming district of the ongoing adventures of "Rokkoi the Riolu". It's been going on several generations, with several Riolus.
Eye Tournament ::: Tournaments of Arbok's Eye and Rollout Curl, public for all to see.
Stage of Wind ::: An Open-Air and gorgeously decorated stage in the market district where musical concerts are performed.
Tulaani Library ::: The oldest library in Arceliaze, dating back to before the first war of Arcea. Has Tulaan's 2nd most extensive collection of books. Lower Market.
Arceali Public Astrology Center ::: A museum of Arcean astrology as well as a gathering place for many brilliant Tulaan astrologers. Market District.
Music Clubs ::: The only attraction exclusive to the Illaminian District. Small-time musicians come play in front of restaurant goers. Mostly jazz, sometimes other.
Education Centers ::: Buildings with rooms for rent for Poke'mon wanting to host night classes. Fun stuff like cooking and carpentry.
Illegal Aquaduct Boating ::: Found in X-Eye District. Only for the very stupid or the very drunk. Watch for the guards down below!
Trick Flying Field ::: Professional and novice stunt parks for flying type to show off their stuff. Lower Market and X-Eye. Stunt tournaments are common.
Lower Bazaar ::: The Lower Market District's famous indoor bazaar, where merchants are allowed to freely come and go to buy and sell wares.
Shimmer Park ::: The beautiful park of the market district. Well lit, full of natural beauty and with fun hand-crafted and hand-powered rides on the eastern end.
Ice Cream Shops ::: Miltank ice cream served in all districts in various ways. These are popular gathering places for traveling musicians. X-Eye district may add Tot.

LIST OF VARIOUS ORGANIZATIONS (LEGAL!) IN ARCEA

ARCEALI ELITES (OR, OLISTIA'S ELITES.) -
A relatively new branch of Arcean military created by Conduit Lippi late into her Conduicy and came into effect post-mortem. When the guild became a formal arm of the military, the elites were created as a place to house senior or graduate teams. The Elites operate under a Elite Commisioner but, for the most part, works freelance for the highest bidding jobs posted or for the biggest illegal prey. This is how elites keep on standby, they take missions and do jobs at their own discretion unless otherwise ordered by higher-ups to do specific jobs. The Arcean public keeps up to date with the exploits of the Elite teams as a form of entertainment, although there's a slight less focus on the Elites as there is on the Guild of Arceliaze. That said, Elites being directed by the Commissioner is frowned on by Arcean public with most teams, as them being allowed to operate on their own seems like a better use of their time. This might not be the whole story, though...
GUILD OF ARCELIAZE (OR, SARFALLINUS' GUILD. THE 'SARFALLINUS' PART CHANGES WITH THE NAME OF THE CURRENT GUILDMASTER) -
An offshoot of the Arcean military, this guild is the training ground for all future Arceali Elites. It operates under a guildmaster, who is basically the commissioner, who is switched out every couple of years whenever the old Guildmaster retires, leaving an heir. Aside from the guildmaster, the teams, while allowed to operate on their own, are a lot more limited than the elites. The teams have role call in the morning, have a semi-strict curfew, and are forced to use pre-approved facilities such as the guild provided item storage and team management, as well as having a bank selected for them. Teams are much more closely watched and directed by the Guildmaster. The Arcean public takes a greater interest in the bold, brash, and young guildmembers in their struggles to become elites, and so the Guild of Arceliaze gets MUCH more media attention, making it a very large social icon in Arcean culture. In centuries past, the Arceali Guild was a standalone organization that often went through multiple restructures, at one time even being an exclusive club for rich nobles.
THE NATIONALIST ARCEAN'S MOVEMENT -
A 200 year old organization made in response to the growing acceptance of Illaminian culture in Arcea in centuries following the second war of Arcea. 200 years ago, it was merely a group of Arceans going out and bullying Illaminians. In only a few years, the boy's club grew in power as more powerful Poke'mon began to join and even take the reins. In the last century, The Nationalist Arcean's Movement has only become stronger, if much less indiscreet. They now work as a network of very rich, very connected Poke'mon with a whole web of lesser Poke'mon criss-crossing underneath, all of them subtly pulling strings in the background against Illaminians in and out of Tulaan.
THE YOUNGSTER'S NAM CLUB -
A Nationalist Arcean's Movement-sponsored club for young Poke'mon to learn about the superiority of their country and culture while instilling a disdain for Illaminians and a limited trust for Quayoffi. Espouses the virtues of military service and hard labor, rewarding obedience and volunteer work.
THE FREE POKEMON'S COMMISSION -
A printing company in Arcea, sponsored primarily by NAM. The FPC's claim to fame is the 'Brighter Arceliaze Weekly' brochure, which is required to be sold at every bookstore or newsstand by Conduicy edict.
ARCELIAZE MEDICAL BOARD -
An organization that has been around for at least 10 thousand years, starting in Arceliaze as a goodwill organization from Quayoff to Arcea. Medicinal growth in Arcea was slow until the years following the Blight Plague, in which both Quayoff and Arcea got a jumpstart in medical technology. Quayoff is still far ahead, and the southern country does its best to keep Arcea updated so that the country does not fall behind. The Arceliaze Medical Board has establishments in every city in Arcea as well as having smaller outposts in unmarked villages in Arcea. They do house calls and are fully funded by the Arcean and Quayoffi governments (just as Arcea helps fund the Jehziorro Medical Board in Quayoff).
ARCEAN YOUTH ASSOCIATION -
The organization has been around since the first war of Arcea, as the blight plague regularly left children orphaned. This organization supports and upkeeps orphanages in Arcea, as well as making sure children are being well taken care of both by parents in Arcea and in the orphanages. They are given full right to relocate children if they feel the child is in an unsafe or otherwise unhealthy environment. Closely monitored by the Arcean government.
BUREAU OF ARCEAN LAW -
This is the government organization that maintains and keeps track of high courts in Arcea. Trials are conducted through this organization. The BoAL also keeps track of criminal records as well as prisoner treatment.
CLEVER POKEMON'S GROUP -
This is a government organization established around 400 years ago when education became mandatory for all children in Arcea. The CPG keeps track of schools, teachers, and, most of all, truancy. The CPG is in close ties with the Arcean Youth Association, making sure children get a proper, government-approved education.
ARCELIAZE BOARD OF HISTORICAL RESEARCH -
This organization focuses on the study of Tulaan's history as well as archeological finds. Most historical books are run through this organization to check for accuracy...although even THIS organization can have biased Poke'mon. This is the organization that has it out for the Treasure Guild, as they keep stealing and destroying historic relics in their rampant digs for quick coin. Historically resistant to Conduit interference but has lost ground in autonomy and funding in recent decades.
TULAAN FOOD MONITORING BUREAU -
Following the Blight Plague and first war of Arcea, Arcea decided it'd be a good idea to keep a close eye on what the public is eating. Any and all restaurants, grocery markets and the like have to be approved by the TFMB. (Making a lot of the vendors in the lower Bazaar quite illegal when they sell shoddy food.)
ASSOCIATED ARCEAN/ARCELIAZE PRESS -
This is THE prime printing company in Arcea, and they claim most educational books and textbooks. In recent years, they've worked with the Souljreini Printing Company to produce a line of guild trading cards, which are popular with the young and...the young at heart.
ARCEOFFI LITERATURE COALITION PRESS -
This printing company deals mostly in works from Quayoff. That is, they work mostly in Translating fictional Quayoffi stories but they also have a claim to a few Quayoffi nonfiction works as well.
SOULJREINI PRINTING COMPANY -
This company struggled for a good couple of years after its inception a few hundred years ago until it found its claim to fame: guild documentation. This company famously prints the guild roundups, periodicals, retrospectives, opinion pieces, biographies, and even commissions the Associated Arceliaze Press for guild trading cards. The efforts of the Souljreini Printing Company turned the exploits of the guilds from a niche interest into a cultural phenomenon in Arcea. If there's any reason the guild is such a huge point of pride for Arceans nowadays, it's the Souljreini printing company.
THE OFFICE OF IMMIGRATION -
Runs registration for Illaminian immigrants as well as Quayoffi ones. They are put in charge of assigning housing to Illaminians as well and establishing their bill of labor debt. They also coordinate collection efforts and retrieval if an indebted Illaminian attempts to flee. Has lines of communication with Quayoffi officials to extradite Illaminians in Quayoff fleeing from their debt in Arcea. Handles complaints from companies unsatisfied with their Illaminian debt workers by requesting warrants or sanctioning Illaminians. They also, in extreme cases, can deport Illaminians.
THE OFFICE OF FINANCE AND TREASURY -
The O.F.T is responsible for tax collection on all vassal villages and towns in Arcea, down to the citizen. They also take census across the country, a record which is publicly available. They coordinate with the Office of Immigration to keep track of Illaminian labor debt. This is also the point of contact business have with the Conduicy to gain Illaminian debt workers. The O.F.T pulls from a list provided by the Office of Immigration and the locking-in of a job contract is what allows an Illaminian to finally be granted their home.

"The Conduicy"
The Conduicy is a religion-based government in which the highest priest of the Arcean faith, the conduit, holds advised executive power over law as well as the power to place or remove Poke'mon from positions of regional governance.
The advisors board is made up of Poke'mon representing the interests of the most influential Poke'mon in Arcea. Their presence is dictated by their presiding guild or organization. A new advisory position must be ratified by the advisors and approved by the conduit. While the conduit is not bound by the advice of the advisors, they do make clear the leverage they hold on different faculties of Arcea such as agriculture and treasury.
Aside from this, nobles and lesser nobles hold offices in the castle to direct their elected advisor. This includes members from different regions, the Councilmembers. For example, the Agricultural advisor may have under him councilmembers from Souljraan, Yahneri, Taeriana, and Arceliaze. These are direct workers from the united Arcean guild and the guild must keep its own members happy by advocating for their needs.
Each Councilmember, meanwhile, is typically the member of a noble family (These days referred to as Conveytion), the highest born son or other chosen familymember. These noble families often own one or more major businesses, invest in several businesses and otherwise hold a high position of power in the guild they're members of. Each guild has its own organizational structure, but they all advise their respective elected councilmember representing them at the Conduit's side.

POSITIONS
Conduit - The supreme leader, passed down by blood. Literally the conduit through which Arceus himself speaks. Arceus' word is considered absolute and none may go against it.
Advisors - There are several advisors acting as head of their respective guild or organization. The organizations are listed below. These advisors tend to be nobles that are part of a family working with other families in a similar field in a coalition.

- This guild focuses on the growing of food, surplus
and storage of food, focused entirely on the business
interests of farming groups in Arcea.
> Leaf Guild - Focused on preservation of natural beauty of
Arcea as well as natural landmarks.
> Arceali Guild - The only guild created by a conduit initially,
created for the purpose of training Poke'mon for the
Arceali elites. The guildmaster is the sole advisor
and represents the interests of the guildmates as well
as the reputation of the guild itself as a national
icon.
> Nationalist Arcean's Movement - A resent addition to the
collection of advisors, after many nobles in other
guilds became members themselves. They claim to
represent the dignity of the Arcean people and speak
in the interest of a pure Arcea.
> Banking and Finance Guild - Represents the banks of Arcea
- Arceliaze Banking Group
- Souljraan Banking Group
- Yahneri Banking Group
- They focus on the interest of loans, repayment, debt,
government finances and bank usage.
> Ironworks Guild - Represents iron workers and steel producers
in Arcea

- Based in Yahneri port primarily, they are focused on
furthering their interests in opening international
trade and lowering taxation on goods sold on behalf of
other guilds.
> Printing Guild - Represents various printing companies across
Arcea, advocating for free (or at least profitable)
press. Seeks greater benefits and less restrictions.
> Archetecture Guild - Represents builders and architecture
groups in Arcea, advocating for more development and
further expansion of vanity projects and funds for
infrastructure security.
> Water Guild - Represents plumbing organization, from viaducts
to sewers. Primarily based out of Souljraan and made up
mostly of water Poke'mon.
> Protection Guild - A relatively newly formed guild made to
represent the interests of Arcean regulars aka the
guards that provide low-level security and enforcement
to all major cities in Arcea, operating on a
per-city / district basis. They were made around the
same time as NAM was given an official position on
the Conduciy Advisory board, being used by nobles to
leverage protection for guards and direct recruitment
and policy more toward their goals. Their front is
being an office for the rights of Poke'mon working as
guards and bidding for budget money for expansion in
wake of expanding Service Debt operations for Illaminian
immigrants.
Governmental Offices - These are offices working directly under the conduit, with leaders appointed by her alone. New offices can be built and structured and financed without approval from advisors. However, advisors can still hold direct sway on the operations of these offices.
